This talk describes a highly successful map-based application that is used by soldiers in Iraq for collecting and sharing information on people, places and events. The system, called TIGR - Tactical Ground Reporting System - was developed by DARPA, Pentagon's R&D agency to meet an information gap unique to counter-insurgency warfare.
