Population questions are applied every day in health care – for clinical quality measures, disease outbreak surveillance, drug sentinels, comparative effectiveness research, public health monitoring, resource optimization and many other purposes. This session will describe innovative standards and open source technology that enable distributed population questions that stay on the “right side” of HIPAA. Population questions are described in a standards-based declarative fashion, that can be interpreted by clinical systems with different technical foundations. Pilots with large health systems, health information exchanges and public/government are demonstrating a new approach through to leverage big data in healthcare… all while respecting patient privacy.

Rich Elmore is Vice President Strategic Initiatives for Allscripts, a health tech vendor where he manages exploration and execution of acquisitions and strategic partnerships, and previously ran its Analytics business. At HIMSS this year, he joined with 4 competitor Health IT CEO’s to announce the CommonWell Health Alliance.

He was ONC’s (US Dept of Health and Human Serivces – Office of the National Coordinator for Health IT) leader for several initiatives that are now part of the Meaningful Use Stage 2 standards. He also was ONC’s leader for Query Health, establishing standards and services for distributed population queries of electronic health records. He was also the Communications Workgroup leader for ONC’s Direct Project.

He had a long career as P&L leader for the IDX Flowcast Hospital business and prior as Vice President of Product Development at IDX.
