Governor Mike Beebe and his office defined transparency as the primary goal for the Recovery Site. In addition to the main site, mobile and iPhone applications were developed to complement the site and provide mobile users with searches and other details on the recovery funds and allocations. The first in the nation Recovery iPhone application takes advantage of the iPhone’s GPS Location Services and provides users with project information based on current location. Users can see projects directly impacting the community they live in. Search in iTunes app store.

Some of the key transparency features of the site include:

  • Allocation of Recovery Funds
    - Interactive Fusion Graphs by funding category showing where the stimulus money is being utilized, with the ability to drill down to view specific programs and projects
  • Program and Project information
    - Detailed listing of programs receiving federal funding from the ARRA with information on how to apply for funding
    - Detailed list of projects with expenditures under each program
    - Search function by project category, county, or city
    - News & Featured Projects
    - Current news about programs and projects are posted to the site Newsroom
    - RSS feeds are available for news and featured projects
  • Citizen Feedback
  • The site accepts public user feedback that is forwarded to the Arkansas Office of Recovery & Reinvestment
    - Submissions are sent to a automated tracking system and forwarded to the appropriate personal
    *Fraud & Abuse Reporting
    - The site provides users with a method to file a complaint on fraud and abuse of the recovery funds if they suspect improper use of funds
    - Reports are sent to an automated tracking system to be managed and investigated
  • Transparency & Accountability sections
    - Interactive map search by county or city for projects funded by the ARRA
    - Interactive pie charts that show the allocation of funds by category
    - Application for Federal Funding
  • Allows users to view applications submitted for federal funding
  • Allows users to comment on applications for 30 days (submissions are sent to a tracking system)
  • Arkansas Jobs Widget
    - A widget for users that list state jobs available, with jobs created from stimulus money highlighted.
  • Recovery Hot Line
    - A local and toll free recovery hotline telephone number is listed prominently on the home page for citizens that wish to call and speak with a state representative about the state’s recovery and reinvestment efforts.

The Arkansas Recovery site utilizes animated flash charts, mapping web parts, geo coding and other technologies to enhance the users experience and provide specific information on the site.

The site also offers a Twitter account feed that will keep citizens updated with timely news related to the state’s recovery efforts.

Arkansas Department of Information Systems

Claire Bailey is the Agency Director of the Arkansas Department of Information Systems (DIS) and the Arkansas Chief Technology Officer. As DIS Director, Ms. Bailey leads more than 250 information technology (IT) professionals responsible for the state network, telecommunications services, and information systems. She has 18 years of experience in state government and more than 22 years of experience in IT.

Ms. Bailey has directed DIS’ security program efforts, including the establishment of firewall and related security measures. She has also focused on providing customer centric services, realigned financial processes to focus on compliance with state and federal regulations, as well as leading the implementation of a new IT billing system for customers across the State of Arkansas. Under Ms. Bailey’s leadership, DIS received the 2008 Governor’s Quality Award Program for Performance Excellence Achievement Award. DIS also received the Achievement Award in 2005 and 2006.

As the Chief Technology Officer for the state, Ms. Bailey is the appointed Chairperson for the Arkansas State Technology Council, a member of the Cyberinfrastructure Task Force, and is a partner in leading the state’s efforts for on-line transparency for the American Recovery and Reinvestment Act. Ms. Bailey serves on the Connect Arkansas Board, Arkansas Homeland Security Executive Committee, Arkansas Geographic Information Systems (GIS) Board, and Information Network of Arkansas (INA) Board. Ms. Bailey is also a member of the Arkansas Interoperable Communications Executive Committee which oversees the national award winning Arkansas Wireless Information Network (AWIN). In 2008, the AWIN Program received the National Association of State Chief Information Officers (NASCIO) Recognition Award for Outstanding Achievement in the Field of Information Technology.

Ms. Bailey began her career in IT in the private sector working as a Systems Analyst at Texas Instruments, Inc. and then as a Senior System Analyst at J.B. Hunt Transport in Lowell, Arkansas. She is a Certified Project Management Professional (PMP) by the Project Management Institute and holds a Bachelor of Science degree in Computer Science from Texas A&M University at Commerce.

Ms. Bailey is an active participant in the Arkansas InfraGard Chapter, which is an organization sponsored by the Federal Bureau of Investigation (FBI) to share cyber security information, Association for Users of Telecommunications and Information Systems (AUTIS), Central Arkansas Project Management Institute (PMI), National Association of State Chief Information Officers (NASCIO) and its Program Committee, and National Association of State Telecommunications Directors (NASTD).
