Over the past fifteen years the rise of the World Wide Web has resulted in remarkable new possibilities and business models reshaping our economy. An entire new generation has come of age with this technology and is committed to using its creativity, collaboration and civic-mindedness to address the challenges facing our country and the world. With the proliferation of issues and not enough resources to address them all, many government leaders recognize the value in public-private partnerships, as well as the opportunities inherent in harnessing a highly motivated and diverse population to address the great challenges facing our nation.

There is a new compact on the horizon: government maintains information on a variety of issues and that information should rightly be considered a national asset. Citizens are connected like never-before and have the skill sets and passion to solve problems affecting them locally as well as nationally. Government information and services can be provided to citizens where and when they need it. Citizens will be empowered to become leaders, with government, to spark the innovation that will result in an improved approach to governance. This has never before been possible, and we now have the chance to make this compact a reality.

We encourage you to join creators and innovators, citizens, and government leaders to engage in the first Summit on the next stage in governance: Gov 2.0. This will be the first major meeting of thought leaders from the information industry, not-for-profits, citizen creators of applications, and decision-makers from all levels of government that will forever change and improve the ways that we carry out the business of the country. Your thoughtful participation and championing of these ideas at the Summit will be essential to igniting the spark.

Tim O'Reilly is the founder and CEO of O'Reilly Media, Inc., thought by many to be the best computer book publisher in the world. Tim is a catalyst for change, identifying and evangelizing the knowledge of "alpha geeks" and technology trends before they hit the mainstream through his books, speaking engagements, and blog, the O'Reilly Radar. Known for popularizing the terms "open source" and "Web 2.0," Tim is an activist for open standards and sensible intellectual property laws. In addition to being a visionary, Tim is an entrepreneur: he created Safari Books Online, the first web-native service for online book content, and O'Reilly AlphaTech Ventures, which funds disruptors, innovators, and hackers of the status quo. In addition to Foo Camps ("Friends of O'Reilly" which gave rise to the "un-conference" movement), O'Reilly Media hosts conferences on a wide range of technology topics, including a new gathering called Gov 2.0 Summit, which explores how technology can be a transformative force in government.

Richard P. O'NeillRichard P. O'Neill
Richard P. O'Neill is the founder and President of The Highlands Group. Dick previously served in government, in his last position as Deputy for Strategy and Policy in the Office of the Assistant Secretary of Defense. In 1994 he created, and still directs, The Highlands Forum, an internationally recognized idea engine and cross-disciplinary forum of leaders from industry, academia, government, the arts and the professions, to support government policy and strategy development. Since 2002 he has directed the Island Forum for the Republic of Singapore. Dick has briefed public and private sector leaders on a broad range of topics at the Presidential Commission on Diplomacy; Presidential Commission on Critical Infrastructure Protection; President's Foreign Intelligence Advisory Board; Center for Strategic and International Studies; French Embassy (US-French Technology Issues); American Bar Association Committee on National Security and the Law. Additionally he has delivered lectures to the Institute for World Politics, Harvard University, Georgetown University, Tufts University, National Defense University, Naval Postgraduate School, Foreign Service Institute, the Meridian Institute, the Oxford Centre for Islamic Studies, and the Secretary of State Forum. He has published journal articles on conflict in the information age; and dichotic hearing, sensory overload, and decision making. He served in the United States Navy, retiring as a Captain.

Dr. Mark DrapeauDr. Mark Drapeau
Mark Drapeau is Co-Chair of the Gov 2.0 Expo Showcase and the Gov 2.0 Expo in May 2010. He holds the title of Associate Research Fellow at the Center for Technology and National Security Policy at the National Defense University, a professional military educational school under the direction of the Chairman of the Joint Chiefs of Staff. Some of his NDU research was recently published in a report titled Social Software and National Security: An Initial Net Assessment. He is a frequent guest speaker and blogger on topics related to Government 2.0, social media, and science & technology.

Mark is a contributing columnist for O'Reilly Radar and Federal Computer Week, where he writes about emerging media technologies and the government; in addition, he writes satire and opinion for True/Slant. Mark is also a co-founder of Government 2.0 Club, an international platform for sharing knowledge about the intersection between technology and governance. Mark has a B.S. in evolutionary biology, a Ph.D. in animal behavior, conducted NIH-funded postdoctoral training in neuroscience, studied social behavior as part of the International Honeybee Genome Project, was a 2006-08 AAAS Science & Technology Policy Fellow in National Defense and Global Security, and is an avid mindcaster on "Twitter.

Clay JohnsonClay Johnson
Clay is Director of Sunlight Labs. Prior joining Sunlight, Clay was one of the four founders of Blue State Digital, the progressive left's premier technology and online strategy firm. This firm, which was born out of the Howard Dean campaign, was also responsible for Barack Obama's Web presence. At Blue State Digital, Clay was responsible for developing the organization's brand and building its initial client roster. He also had a hand at building some of the company's early technical tools. Before joining Blue State, Johnson was the lead programmer for Dean for America in 2004, overseeing the development of grassroots tools like GetLocal, DeanLink and Project Commons. Prior to entering politics, Johnson was a technologist at Ask Jeeves (now where he helped to develop the company's Web syndication product. He also started the first Internet Knowledge Exchange,, and worked as an entrepreneur-in-residence at a Venture Capital firm, but still claims that he learned the most from his first job -- as a waiter at Waffle House in Atlanta, Georgia.

Andrew McLaughlinAndrew McLaughlin
Andrew McLaughlin is a Deputy U.S. Chief Technology Officer. From 2004-2009, he was Director of Global Public Policy for Google, based in San Francisco. From November 2008-January 2009, Andrew served as a member of the Obama/Biden presidential transition team in Washington.

From 1998-2005, Andrew was a Senior Fellow at Harvard Law School's Berkman Center for Internet and Society. From 1999-2002, Andrew worked to launch and manage the Internet Corporation for Assigned Names and Numbers (ICANN), serving as Vice President, Chief Policy Officer, and Chief Financial Officer. ICANNis the Internet's technical coordinating organization, overseeing its systems of unique identifiers, such as domain names and IP addresses.

From 2002-2003, Andrew taught at Harvard Law while working on Internet and telecom law reform projects in a number of developing countries, including Ghana, Mongolia, Kenya, Afghanistan, and South Africa. He was a co-founder of CIPESA, a technology policy think-tank and advocacy center based at Makerere University in Uganda. Since joining Google, Andrew has continued that work as a co-leader of Google's Africa strategy team, and a member of the Board of Directors of, an international non-profit organization based in Cape Town.

Andrew's undergraduate degree is from Yale University, and his law degree is fromHarvard Law School.

After clerking on the US Court of Appeals for the Eighth Circuit, Andrew started his legal career at Jenner & Block in Washington DC, where he focused on appellate ligitation and constitutional law. He was a member of the legal team that challenged the U.S. government's first Internet censorship law—the Communications Decency Act—resulting in the Supreme Court's landmark 1997 Internet free speech ruling. From 1997-98, Andrew served as counsel to the House Government Reform and Oversight Committee.

In 2000, Time Magazine named Andrew one of its Digital Dozen. In 2001, he was named a Global Leader for Tomorrow by the World Economic Forum. He is a term member of the Council on Foreign Relations and a fellow of the Young Leaders Forum of the National Committee on US-China Relations.

Chris SaccaChris Sacca
Christopher Sacca is a venture investor, private equity principal, company advisor, and entrepreneur managing a portfolio of over a dozen consumer web, mobile, and wireless technology start-ups as well as an array of mature enterprises through his holding company, Lowercase Capital. Previously, Chris served as Head of Special Initiatives at Google Inc. In that role, among other responsibilities, he headed up the alternative access division. His most visible projects include Google's 700MHz and TV white spaces spectrum initiatives, the company's groundbreaking data center in The Dalles, OR and Google's free citywide WiFi network in Mountain View, CA. Chris also spearheaded many of Google's business development and M&A transactions.

Most recently, Chris proudly worked on President Barack Obama's campaign as a Telecommunications, Media, and Technology advisor, a speaking surrogate, a field office volunteer, and as Co-Chair of Finance and a Trustee of the Presidential Inaugural Committee.

The Wall Street Journal cited Sacca as "possibly the most influential businessman in America." He was also recently recognized as a Henry Crown Fellow of the Aspen Institute, annually selecting 20 of the world's most promising leaders and public servants under the age of 45. In addition, Chris serves as an Associate Fellow of the Said Business School at Oxford University.

Before joining Google, Chris held a number of executive roles at one of the world's largest streaming and digital media distribution companies, Speedera Networks (acquired by Akamai Technologies), and was ultimately responsible for their legal and corporate development efforts. Prior to Speedera, Chris was an attorney with the Silicon Valley law firm of Fenwick & West where he handled venture capital, mergers & acquisitions, and licensing transactions for technology clients such as Macromedia, VeriSign, and Kleiner Perkins. Before arriving in Silicon Valley, Mr. Sacca lived and worked in Europe and Latin America.

Chris graduated cum laude from Georgetown University Law Center where he was a member of The Tax Lawyer law review and was honored as the school's Philip A. Ryan and Ralph J. Gilbert Memorial Scholar. He also graduated cum laude from the Edmund A. Walsh School of Foreign Service at Georgetown University and was an Edmund Evans Memorial Scholar as well as a Weeks Family Foundation Scholar. Chris also attended university at each of Universidad Católica del Ecuador in Quito, Ecuador, University College Cork, in Cork, Ireland, and the Universidad Complutense in Madrid, Spain.

Chris lives in San Francisco and is an avid Pacifica surfer, San Mateo kitesurfer, Lake Tahoe skier, and Ironman triathlete.

John ScottJohn Scott
John Scott is the Director of Open Source Software and Integration at Mercury Federal Systems with deep expertise in engineered systems and bridging the gap between decision-makers, scientists and engineers to develop policies for acquiring and deploying new technologies in the Department of Defense and US Government. He has focused his career on investigating and developing ideas for how large organizations design, construct and evolve extremely complex systems to meet National Security needs.

John currently leads the Defense Department’s Open Technology Development (OTD) initiative, sponsored by the Office of Secretary of Defense Advanced Systems & Concepts. OTD lays the groundwork for streamlined adoption of open source methodologies within DoD, which includes both the adoption of private sector open source software and the formation of internal communities of interest around DoD systems, including classified systems. The impact of these shifts in policy and business process include not only increased agility for the U.S. military, but also an enhanced ability to securely share capabilities with allies and bring both data and technology to bear in disaster response and humanitarian assistance operations.

Jim StogdillJim Stogdill
Jim Stogdill is a group CTO for a large technology consultancy where he advocates the development of open source software in government and defense. He believes, perhaps naively, that open source can help break the proprietary lock in business model that is the norm in that space. In previous lives he built B2B reverse auction systems, brought heuristic-based optimization and online trading to the corporate treasury, and traveled the world as a Navy Officer. Unfortunately from his vantage point it all looked like the inside of a submarine. He spends his free time hacking silver halides with decidedly low-tech gear. He's on twitter as @jstogdill

Lena TrudeauLena Trudeau
Lena E. Trudeau is a Vice President at the National Academy of Public Administration. In this capacity, she leads the National Academy's work for the U.S. Coast Guard, the Federal Emergency Management Agency, the Environmental Protection Agency, the Department of State and the National Park Service. In addition, Lena directs the Collaboration Project, an independent forum of leaders committed to leveraging web 2.0 and the benefits of collaborative technology to solve government's complex problems.

Lena brings over 15 years of consulting and management experience to the National Academy, leading multi-million dollar engagements for clients in the public, private and non-profit sectors. Immediately prior to joining the National Academy, she served as Vice President of Consulting Services for Ambit Group, a strategy and technology consulting firm dedicated to the federal marketplace. Previously, she has held positions at Nokia, the world leader in mobility, at Touchstone Consulting (now SRA, Inc.), and in the Privy Council Office of the Government of Canada.

Lena received a Masters of Business Administration from the Richard Ivey School of Business at the University of Western Ontario and a Bachelor of Social Science in Political Science and Philosophy from the University of Ottawa.
