The www.bluepulse.com Open Architecture Development Platform (OADP) lets you build and deploy simple 'widgets' to access internet services from mobile phones. The bluepulse client is compatible with MIDP1 and 2 and Symbian handsets, tested on >250 models, and the dev tools are free to download and use.

If you can build a simple database-driven website, you already have the skills you'll need to use the bluepulse SDK and build your widget. The OADP also includes credit-based billing and location-aware services.

Your widget and the bluepulse client can then be installed over-the-air or from a website, and used on any other mobile phone on any data-enabled network (GPRS, CDMA, 3G, Bluetooth, WiFi) worldwide.
